The answer
The fastest robotaxi carrying paying, driverless riders as of August 2026 is Waymo, whose Jaguar I-PACE fleet now runs at posted freeway limits up to 65 mph on I-10, I-110, I-405, and Route 90 in the Los Angeles, San Francisco, and Phoenix metros. Public freeway rides opened to paying customers on November 12, 2025, after ten months of employee-only testing that began February 1, 2025. Waymo has stated its vehicles generally hold the posted limit and may drift a few miles per hour above only for safety reasons.
Every other operator either caps lower, runs a spec sheet that has not met public service, or requires a licensed human in the driver's seat, which is not a robotaxi.
The runners-up, ranked by verified service speed
1. Waymo Jaguar I-PACE (Waymo Driver Gen 6 is the successor stack): 65 mph in commercial service. The November 2025 freeway launch is the only fully driverless paid ride in the United States running at genuine highway limits. Coverage is still geofenced to specific corridors in three metros, and construction-zone caution paused Phoenix freeway rides for roughly two months in early 2026 before service resumed.
2. Baidu Apollo Go RT6: 135 km/h (about 84 mph) vehicle top speed, ~50 mph in public operations. Baidu publishes an 84 mph capability for the sixth-generation RT6 platform, and the Wuhan operational domain covers roughly 3,000 square kilometers including expressway segments with posted 70 to 80 km/h (43 to 50 mph) limits. That means the physical vehicle is faster than a Waymo I-PACE in service, but the domain where paid rides actually happen is not.
3. Pony.ai Gen-7 Robotaxi: urban and intercity roads in four Chinese cities, no published freeway ceiling. Pony operates in Beijing, Shanghai, Guangzhou, and Shenzhen and announced a plan with Uber to place more than 2,000 vehicles across European cities. Available materials describe the Gen-7 stack as certified for regular urban and intercity roads; there is no press-cited maximum service speed exceeding Waymo's 65 mph as of this writing.
4. WeRide: 80 km/h (about 50 mph) commercial in Switzerland; 105 km/h (about 65 mph) on Silicon Valley test tracks. WeRide's paid ceiling in the Zurich pilot is roughly 50 mph. The 65 mph number comes from highway testing in the United States, not a fare-paying deployment, so it does not count in the same category as Waymo's freeway service.
5. Zoox Robotaxi: 75 mph vehicle capability, 35 to 45 mph in service. Zoox is the only purpose-built, no-steering-wheel robotaxi in commercial public service in the United States. NHTSA certification classes the four-passenger vehicle as a passenger car with a 75 mph capability, but Las Vegas Strip operations are capped near 35 mph, with wider Vegas expansion approaching 45 mph. Zoox chose a slow, dense-urban operational design; the vehicle can go faster than it is allowed to.
6. Motional: not currently offering paid rides. Motional paused its Las Vegas and Los Angeles commercial services in 2024 during a Hyundai-led restructuring. Any speed claim here would describe testing, not a robotaxi customers can book.
What "beats" Waymo but does not count
Tesla FSD Supervised at 85 mph is not a robotaxi. Full Self-Driving in a customer-owned Model Y or Model 3 will maintain highway speeds up to and above 85 mph, but the SAE Level 2 system requires a licensed driver in the seat, hands-available, eyes-on. That is a driver-assistance system, not driverless taxi service. Comparing FSD Supervised speeds to Waymo service speeds is comparing lane-keep cruise control to a taxi ride.
Tesla's Cybercab at 100 mph is a spec, not a deployment. EPA filings published in 2025 disclosed a 163 kW front motor, 48 kWh pack, and a 100 mph top speed for the two-seat purpose-built Cybercab. The vehicle has no steering wheel and no pedals. Musk stated in early 2026 that production ramp would be "agonizingly slow." No paying passenger has ridden a Cybercab as of August 2026, and Tesla's own guidance places volume deployment later. A top-speed capability with no service is not a robotaxi record; it is a data-sheet claim.
The Austin Tesla Robotaxi pilot is geofenced away from freeways. The Model Y based service that launched in Austin in June 2025 operates in a defined downtown, University of Texas, and adjacent neighborhood polygon, initially with a Tesla employee in the passenger seat and, since late 2025, without an in-cabin monitor on selected routes. Media test rides describe following traffic flow on surface streets, occasionally a few miles over the posted limit; the geofence deliberately avoids the interstate. A single publicity delivery drive from Giga Texas to a customer's driveway touched 72 mph, but that was a one-off software demonstration, not a fare-paying ride. Until Austin's operational domain includes I-35 or MoPac at real freeway speeds, Tesla is not competing for this crown.
Why the "purpose-built vs retrofit" split matters
The two designs at the top of the speed table are opposites of intent. Waymo bolted a sensor and compute stack onto a production Jaguar I-PACE (and now Zeekr and Hyundai bodies), so the platform inherits a car's freeway envelope; the constraint is the driving policy, not the hardware.
Zoox designed a new vehicle from the wheels up around a slow, symmetric, carriage-style urban ride, so its cap is a product decision. Baidu's RT6 sits between the two, with a Chinese passenger-car chassis and a service-speed policy set by the specific city grant. This is why Waymo can raise its ceiling by opening a corridor while Zoox has to change its product to catch up.
Gotchas and caveats
- Posted limit is not the same as sustained speed. Waymo's 65 mph is the ceiling on the four Southern California and Phoenix corridors; average trip speeds are much lower once congestion, ramps, and construction are factored in. This page compares maxima, which is how "fastest robotaxi" is usually asked, but it is not the same as "highest average speed on a real ride."
- Chinese expressway posted limits vary widely. Baidu's Wuhan expressway coverage runs 70 to 80 km/h. A 120 km/h highway grant would raise the RT6's operational speed toward the platform's 84 mph capability, but no such grant has been publicly announced.
- A vehicle-capability spec is not a service claim. Zoox's 75 mph, Cybercab's 100 mph, and RT6's 84 mph are all engineering ceilings; only the last one has a public service operating anywhere near it. This piece ranks by what a paying passenger can actually book, not by data sheet.
- The metric can flip on any given week. If Waymo lifts I-15 in the Las Vegas expansion to 70 or 75 mph, or if Baidu opens a 120 km/h expressway ODD to public riders, the ranking changes. This is a fast-moving category; a claim here that is true in August 2026 may not be true in November 2026.
- "Robotaxi" excludes autonomous freight. Pony.ai's autonomous trucking business, Waymo Via, and Kodiak class-8 trucks run at higher sustained highway speeds than any passenger service, but they are not taxis. Trucks are a separate cluster.
The bottom line
If the question is which paying passenger can, today, get into a car with no human driver and legally travel at 65 mph on a public interstate, the answer is a Waymo Jaguar I-PACE in Los Angeles, San Francisco, or Phoenix. The Cybercab's 100 mph, FSD Supervised's 85 mph, Baidu RT6's 84 mph, and Zoox's 75 mph are each disqualified for a different reason: not deployed, not driverless, not operating at the capability, and not permitted to operate at the capability, respectively. Waymo wins the category by being the only operator whose highest published service speed and highest actual paid-ride speed are the same number.
